Mental Illness = A Crime?

Is being mentally ill a crime? Please read Mary's story. Her mentally ill brother, a heart patient, died in prison. She wants the justice department to investigate and is being stonewalled. Do not persons with mental illness deserve at least the basic rights? Have we not at least come that far?
